Lashkar-Gah
After years of war
in Afghanistan, the electricity infrastructure was in disarray.
Makeshift arrangements were made to provide electricity where
possible. In October 2003 Kandahar and Lashkar-Gah were
supplied with electricity by the Kajakai Hydro Power Plant (HPP).
Qalat was supplied by diesel generators from Da Afghanistan Breshna
Mossessa (DABM) Utility. In October
2003, both the
turbines at the Kajaki HPP and the diesel generators at Qalat
failed. USAID took emergency measures to provide electricity to
these locations during the rehabilitation, restoration and
development of the South East Transmission System (SETS).
Diesel units
procured by USAID consisting of 3x1.0 MW containerized
trailer-mounted generators
were provided for
emergency power. Additionally, step-up transformers, operating fuel,
bulk fuel tanks and adequate spare parts and consumables for six
months of operation have been supplied. Further, a Technical
Advisor/Trainer was provided to DABM for unit operation, maintenance
and instruction for staff.

Lashkar-Gah
receives electric energy from Kajakai via the 100 kV
transmission line from the Kajakai HPP. The condition of the line is
poor and has frequent interruptions for the 28,000 customers who
must then rely on the USAID supplied and operated diesel generators.
This 110kV line is scheduled for rehabilitation as part of the South
East Transmission System (SETS) Project.
