Kandahar
Sub-station. One transformer of 25 MVA has been commissioned and
one more 25 MVA is required. The estimated cost to complete the
substation is US$0.56 million.
After years of
war in Afghanistan, the electricity infrastructure was in disarray.
Makeshift arrangements were made to provide electricity where
possible. In October 2003 Kandahar and Lashkar-Gah were supplied
with electricity by the Kajakai Hydro Power Plant (HPP). Qalat
was supplied by diesel generators from Da Afghanistan Breshna
Mossessa (DABM) Utility. In October
2003, both the
turbines at the Kajaki HPP and the diesel generators at Qalat
failed. USAID took emergency measures to provide electricity to
these locations during the rehabilitation, restoration and
development of the South East Transmission System (SETS).

In Kandahar,
emergency diesel generator units were leased by USAID from
Aggreko International of Dubai, UAE, to supply one half of
Kandahar’s electricity needs. The lease provided 10 MW of continuous
power with 13 x 850 KW containerized generators including step-up
transformers and bulk fuel tanks with a renewable lease period of
six months. USAID also provided fuel supply. In November, 2005,
USAID purchased the leased units and assumed all operation and
maintenance requirements.
